Claim for Extra charge

Users questions:If you bought materials in CIF price there is other charge from origin like BAF and PAS if so explain what is BAF and PAS, However, there is two bills of landing one is Master bill landing and another House Bill of landing each one should pay handling charge of the same consignment and the charge from origin as I mention before like BAF & PAS.
Regarding Dispute of extra charge of origin and delay of collection of the Cargo who is going to pay storage charges due to shipping line clam extra charge while we paid CIF to the destination?
Also how I will take them to the court the supplier and shipping line from china and we in Tanzania

Experts answer:CIF price include all charges and costs related with shipping from the origin place to destination port of consignee (named port) and insurance , Bill of lading in CIF term shall to be marked as " Freight Prepaid" , this mark means all charges have been paid in origin port . You have to pay just for your local charges like THC and ... , . Claiming any extra charge rather than this is illegal and you your first step of settling this dispute shall to start by litigating agent of shipping company in your country. By the BAF is abbreviation of " Bunker Adjustment Factor " , for PAS its new for me too .
