The cheater Company

Users questions:We have contract with one company in Tianjin, however this company had cheated us because they asked us to do T/T 33% (USD 22500). After that they did not send our goods with many reasons. We asked them to return our money and they agreed to do it in 10th of December 2011, however so far they do not do it. Now we knew that they already moved to another place. We got this company from Alibaba. We are very disappointed with this company. Do you know where we can report this case? Police office of government in Tianjin? This guy very dangerous guy, his name Mr Chen, any body need his photo I will give for you ....so please be careful to do business with this person and his company, according to my friend in China this guy have several companies and this guy use for cheating foreigners. Recommended Dear Mr. Edy Persulessy, I am sorry to hear that happened to you and happened in China, you trusted them, but they use your credit. In my opinion, if you want the government to help you, you may probably asked your friends in China to help. If you do it buy yourself, the government servants in some arers will not buy you. You konw, “Guanxi”, which means social circle and relationships, are very important to do something in China. And in some undeveloped and developing cities, or even in some developed cities, the procedure to ask government for help is so complicated, which you can never imagine. So you can do this without your friends in China, you may probably pay something for it. "Guanxi" is the most vital thing to be successful in business, that's the part of Chinese cutural. Experts answer:Dear Anna I have visited this company and meet this guy directly and we did sign up the contract at the time and took the photo of him. Let me explain to you, first time we visit his company to see his factory which produce the Hydrochloric acid and he said that the factory is belong to him then we believe to did contract with him. In the contract mentioned that we did T/T 33% and the balance was LC at sight 100%, anyway so far the goods did not arrive our port, we visited him and asked about our good but he said that he did not have license for export this goods and he asked us for add money and we disagreed at that time and we asked him to return our money because we knew from his employee and from him that the factory was not belong to him. He promised to return our money on 10th od December 2011 however so far he did not do it......
